I don't have a dog in the hunt, but...
Lets not forget that WW1 and WW2 both saw lightning conquests by Germany/enemy states using Fifth Columnist agents. Fifth Columnists were one of two things:
1. Local citizens who sided with the enemy
2. Enemy agents pretending to be local citizens
So as America's future enemies were deemed to be X, Y and Z, it was decided to limit the amount of citizens from those nations. This plan was vindicated in 1940 when most of Western Europe was overrun by Nazi forces assisted by Fifth Column help. Norway and Holland both had vital defense measures defeated by Germans that had "inside" information of the measures' readiness and manning levels.

Agreed. My main point in posting these various sources about American history was to say this country tends to forget its past. We tend to make the same mistakes every generation or so. It mystifies me still.
