"The literature to date has largely apportioned blame for failing to recognise genocide in Rwanda to the United Nations and the United States, however it is important to also examine what those deployed on the ground knew and reported. Bringing together the view from the top (international community) and the view from the bottom (those on the ground) illuminates the complexities involved in the actual recognition of genocide. Ultimately, it took too long to recognise that genocide was occurring in Rwanda, this ensured that any conceivable intervention would be too late to stop it."
