Excellent insights. However, there is one issue, not mentioned, that concerns me. The very nature of terrorism, much like natural disasters, makes it impossible to "defend" citizens against harm in the same way that armed forces defend nations. Thus, it would seem to me that governments should be engaged citizens more directly in the effort rather than having them hunker down and wait for the military to defend or save them. Indeed, we can easily apply the saying "when seconds count, the police are only minutes away". Does the same apply to terrorists as it does to criminals? I have discussed this with family and friends as well as on my blog and mentioned on RP, that I believe the American govt should reconstitute/reinvigorate Civil Defense. Teach civilians how to protect themselves from terrorists. Teach them to react to acts of terrorism. Teach them to help each other survive acts of terrorism.
