The US is Building Military Bases in South China Sea to Challenge China.

China has been building up that area for year's! We never should have pulled out of Subic Bay in the Philippines... It is crucial that we build up our forces for a multiplicity of reasons, not the least of which is China's plan to take over all of the area within the South China Sea...

1991: Philippines Senate voted to remove US bases and the Philippines gave the US until the end of 1992 to have all troops removed. (Mt. Pinatubo eruption already resulted in many troops and family being moved out of country and the US just didn't bring most back due to Philippine decision)
1992: China claims Spratly Islands and expansion in South China Sea begins.
1998: Philippines approves Visiting Forces Agreement (VFA) with the US (kind of like a SOFA for troops that are temporarily in Philippines for exercises/on official orders, etc); annual exercises like Balikatan begin.
2002-2015: OEF-P.
2014: Enhanced Defense Cooperation Agreement (EDCA) signed allowing permanent basing of US troops in the Philippines, but does not allow US to build its own bases. US would be allowed to build US compounds on select Philippines bases. There would be a permanent presence of troops in Philippines, but troops would rotate, not actually PCS there (similar to Marines in Darwin).
2015: US Marine kills a transgender woman near Subic; public outcry about US troops in Philippines.
Early 2016: US and Philippines agree on 5 Philippines bases where US troops would be located.
Mid 2016: Permanent Court of Arbitration finds in favor of Philippines regarding South China Sea territorial dispute.
Late 2016: Duterte elected.
2017-2020: Duterte becomes more friendly with China.
Early 2020: Duterte announces VFA will not be renewed; will expire Aug/Sep 2020.
Summer 2020: PI Government reverses course on VFA decision and renews VFA anyway.
(To my knowledge the basing thing stalled after Duterte was elected, but not 100% sure and can't find much information about it)
