Notice in my post I mentioned "government'. Governments are in general amoral entities, meaning without conscience.
One of the Israeli pilots was an American by birth, who refused to engage the USS Liberty, having identified it as an American intelligence ship, and was court-martialed upon returning to base with his under wing stores intact.
