True, it wasn't kept up too well in the years since the Mt Pinatubo eruption and our subsequent departure. Local VFW volunteers did what they could.
In 2013 the American Battle Monuments Commission took over O&M of the cemetery via agreement with the Philippine govt. It looked good, when i was there in 2015, on par with stateside veteran cemeteries.

Clark Veterans Cemetery | American Battle Monuments Commission
In January 2013, President Barack Obama signed into law the Dignified Burial and Other Veterans’ benefits Improvement Act (Public Law 112-260) directing ABMC to operate and maintain Clark Veterans Cemetery following an agreement between the Republic of the Philippines and the United States. That agreement was signed in December of 2013 making Clark ABMC’s 25th cemetery.

SSG Shavonde Chase "No Money, No Honey" Philippine Gov't Would like Us to Pick Up the Tab, They're Not Exactly Rolling in the Dough. Since we "Bugged Out" in 1991, We Don't see the Need to Send them Money to Pay Rent on Clark. Unfortunate Situation. Thanks for the Memories of Fiery Vigil though. I remember My "Pirate" Uniform that involved a T-Shirt Over My Face, I Remember the Ash I was digging Out of My Ears for a Week.
