Common business practice with new ship construction to manufacture a spare anchor, screw/blades, and other expensive custom machinery. It's more economical to spend the money on a complete unit and put it in storage, than to have the ship out of service waiting for a new motor to be built or repaired. USCGC Healy is a one of a kind ship. A replacement motor may not be available.

LTJG Richard Bruce - I wondered if that was a practice specific to the world of ships.
