SSgt Robert Jorgensen - I read one article that indicated he leaked the letter himself. I haven't been able to independently verify the validity of that claim as of the time of this response though. That same article stated the original message was sent via unsecured means. I know carriers have secure links directly to Theater Command and SECNAV himself/herself. ANY message dealing with the combat readiness of a carrier battle fleet should have been transmitted via secure channels. Additionally, were I SECNAV, I would question the fitness of any commander who panicked as this guy appears to have. If he can't handle a virus outbreak, how can we trust him to make sound decisions during actual combat operations? I'll also stipulate his concerns may have been completely taken out of context and blown out of proportion due to the penchant of the media to over-dramatize everything.
