It’s to be expected. Commerce across the board has dwindled. Travel is truncated. A place like a military training environment is the worst place to be if you don’t want to catch anything.

I am sure the training levels/requirements are just as tough as they were. As for numbers...with no schools open in the second half of the year, there was no way for most recruiters to get to graduating seniors who make up a big part of the pool of recruits
