When I lived in Sunnyvale, CA all of the police and firefighters were cross-trained. Additionally, many of them acquired EMT certifications. It saved money and provided more effective reactive capability and the officers were better paid. A police officer was first to respond to my neighbor across the street to provide infant CPR at least five minutes before an EMT ambulance arrived. Let's extend that training to officers nationwide - maybe then we will see respect for all lives matter.

It is more complicated than that, it also involves experience, mental state of mind at the time of the incident and other factors involving morals and values. My first career was in Law Enforcement, I had several shooting incidents, (none died), and I was the first to be interrogated, who, what, when, where, why??? Many Officers hesitate because they become the suspect, their job, reputation and life become a focal point. Sad but true, to hesitate increases your chance of being the victim.
