Their is no restriction on the couple adopting a child. The couple is free to go to any number of agencies that do not use gender identity or religious preference as a screening factor.

But you must remember they are allowed to discriminate because of a law that executive order that allows it.

MSgt Michael Bischoff - This issue has come up in several states. In 2015, the Michigan Attorney General and ACLU sued to stop two faith based adoption agencies from receiving Federal and State Funds. The two agencies accounted for roughly 12% of the adoptions in the state.
"This is a victory for our clients, other same-sex couples in Michigan, and most importantly, the children in Michigan's child welfare system, who will now have access to more loving and qualified families."
The two organizations closed their doors and the state's other Non-government adoption agencies haven't made a dent in the in the lost placement capacity for three years. There are roughly 13,000 children awaiting adoption at any given time in Michigan.
