Military service has always been a path to citizenship it is an American legacy and should remain a honorable path to expedited citizenship. But I agree with MAJ Byron Oyler that if they did not avail themselves of that benefit while on active duty or follow up after their discharge then they have broken the law. None of us are above the law.
