This is a lot of crap. I won't get into all of the government elements which have been created to address the threat, but I will quote this very true statement from the article:
“Since the beginning of his administration, President Trump has implemented a whole-of-government approach to safeguard our nation’s elections,” press secretary Sarah Huckabee Sanders
Note, "whole-of-government" is completely accurate and I know this as fact. DHS is not the only organization capable of dealing with the threat. In fact, there are several areas in which they cannot deal with it by law. Hence the need for a "whole-of-government" approach. More has been done to protect elections since 2016 than any of the previous elections. 2018 has examples and I challenge you to do some research on what was done.

The work of these task forces continues to this day and is being institutionalized as a permanent effort. While some of the personnel who were brought on to serve on these task forces in temporary assignments have returned to their regular roles, we are also currently hiring new employees into permanent election positions to build out our team and support our efforts for 2020 and beyond,” Sendek added.
One lawmaker with knowledge of the formation of CISA said the task forces were never intended to be permanent.”
