I hope he does,try, a new president would be refreshing, He can do almost nothing without congress but the opposite does not apply, Not to mention that in this case they are the ones that get to say "you're fired" while he can not.

If it was done by Executive Order or DHHS regulation he can... can Congress pass a law? Yeah, but it's doubtful.
