I suggest there needs to be an added step. Make it also illegal to sell any tobacco product to anyone born on or after January 1, 2020. That gives the industry 21 years to find a new line of work because after January 1, 2041 the potential pool of smokers will get smaller and smaller by the day. But most certainly, keep this new law in effect, or even strengthened in the meantime.

Good intent, won’t matter. Enforcement is the problem, kids in Middle Schools vape illegally all the time.
