Trump wants a bigger Navy but the Navy wants its fleet fixed first

This is somewhat funny. The US Navy has long focused its resources on what it wants in the near to mid term which usually short changes maintenance and sustainment including scheduled maintenance assets. In this respect the navy is not unique and the Army and USAF have done similarly for a long time SFC Joe S. Davis Jr., MSM, DSL.
Building up the Navy's capabilities is a 10-year or longer process. The national security strategy will provide a framework for expansion including priorities of emphasis and sequence of activities.
I expect that POTUS Donald Trump, SEC DEF James Mattis and whoever takes charge of the US Navy to replace SEC Navy Mabus will be able to hammer out the proposed balance of air assets, surface, submarine, aircraft carrier and sustainment capabilities [depot maintenance, TRANSOM sealift, etc.]

I believe that the demands on the Navy are great, and that their equipment and their weapons' systems should be fixed; with adequate funding and with an adequate amount of time to perform the repairs- before the Sailors are allowed to continue into deployment, and before they are allowed to face the Islamic State group.
I would hate to see our Naval service members deployed into combat; before they are ready to face said deployment.
