Maybe in the cities where you have to pay for the water, nice thing about the country and having a well.

There is a flip side to this. Fort Huachuca is in the Arizona desert and has been VERY aggressive in reducing water usage in order to protect the local environment and to protect the Post's mission. I suspect there are less than a dozen water-flushed urinals left on the whole post. Maybe ZERO. All toilets are low flow and all spigots are as well. They have reduced water usage to the point where the sewage settling and treatment plants will not operate properly without an infusion of ground water.
