Thanks for making us aware that the "U.S. Navy lifted some restrictions on off-base activity in Japan on Friday but maintained a prohibition on alcohol consumption as the military tries to repair aggravated relations with a Japanese public outraged by recent alleged crimes" SFC Joe S. Davis Jr., MSM, DSL
I am glad to learn that "sailors are now allowed to leave base when they are off duty."
I will be "relieved" when the Navy goes back to punishing the few guilty ones and allows the majority of those who are law abiding to exercise good judgement or suffer the consequences. Buddy systems are generally effective unless two bozos are buddies :-)

PFC (Join to see) - what did not exist in your time?
1. The U.S. Navy punishing the few guilty ones and allowing the majority of those who are law abiding to exercise good judgement or suffer the consequences.
2. Significant friction between the US Navy/USMC and the Japanese civilians.
