Are they making "new" weapons or just making replacements for existing units that have exceeded their life cycle. Like anything else even missiles and bombs have a "best if used by date".

Great point CSM Richard StCyr. We haven't built a new weapon system in probably close to 30 years. With our agreements with the Soviets, I mean the Russians we haven't been able to do periodic testing of warhead stock piles either. Without live testing we can only test components of a complex system. A new system might be a better way to go, IMO.
