Most people don't understand is that historically Okinawans n upset with both the Japanese government who they feel abandoned them in their time of need World War II just as much as their dislike for Americans. I was there back in the 90s and we weren't allowed to go out in town because the locals didn't like us much back then either. Culturally I don't think that will be changing anytime soon if ever.

I disagree with this. The offending party or parties need to be punished, perhaps publicly, have their overseas screenings taken away and sent back to the States for possible ADSEP. The vast majority of people under the banner of CNFJ don't need to be locked down and treated like they're in grade school. Collective punishment only serves to destroy morale. After a while, draconian measures like this are basically unenforceable anyway.
