Some people just don't understand weapon system procurement costing. The ships are being built with capabilities beyond what tracker illuminator systems can provide. The cost of building the ship can be kept lower by not including those systems. If the new technology doesn't live up to expectations the tracker illuminator system can be added at a later time as a modification, not ship build cost. Happens all the time.
