When the collision occurred, the Fitzgerald was out of date on training in 15 of 22 areas the Navy tracks, including communication and seamanship.

My own experience when I worked at Afloat Training Group.... when we had a ship that was out of date on one certification, we moved heaven and earth to get it up to speed. Don't know what is going on here...
