I concur with GySgt John Olson it is ludicrous for the USA to determine that non-uniformed personnel in the civil war that has been consuming Syria for many years are "civilians" without concrete proof they weren't allied with one of more of the groups operating in Syria especially SFC Joe S. Davis Jr., MSM, DSL. I would think it might be easier to investigate the death and wounding in Iraq; but, I don't a lot of effort would have been expended.
Since the deadliest attack occurred in an area controlled by ISIS namely Mosul in an area where an ISIS leader was [with his entourage and security], my comments about assessing deaths in Syria above apply here as well.

LTC Stephen F., we know they were civilians because the terrorists in the target area said they were. Oh well, lay down with dogs - get up with fleas.
