You want to protect them?
Then don't network them through the Internet. In fact maybe not network them at all. The machines need to be brought into a secure location to be tabulated.
Make them solid state, packaged tight as a drum, and not susceptible to WiFi, RF, or cellular interference/attack.
Have an analog portion that can be used to audit the electronic and require it each election until we have more faith in the electronic system.
The software should be developed with security and simplicity in mind from the onset.
