Turkey has always been an erstwhile ally. I have a friend who was stationed there and told me the horror stories of how the Turks took advantage of every situation. For example, your household goods were inventoried when you arrived in country and if you broke anything, you'd better not throw it away but take the broken pieces when you left or you'd be accused of selling the missing item on the black market and all would be confiscated. In another example, he related how the taxi he was riding in was involved in a traffic accident and his companion, who had been there longer, told him to run. They both fled the scene because, as Americans, they would be held liable to pay all damages as well as baksheesh to the police for their trouble. On the larger scale, the Turks long played the Soviets and Americans against each other taking advantage of their strategic location on Russia's doorstep. Why would we make any deal turning over our most sophisticated weapons systems to them is beyond me...

I read a different article about this topic. Good news was that the planes did not get physically delivered to Turkey and still are on US soil. Bad news was that they required reconfiguration back to US military standards for use
