I think it's dangerous to call things like minimal consumption, pulling investments, foreign aid and even smuggling... forms of warfare. All struggle is not warfare, all crime is not terrorism. Using words like war and terrorism too casually, justifies greater limitations on human rights and escalation from one form of warfare to another. Unrestricted warfare is a concept that could be used to justify the suspension of civil liberties or even the slaughter of civilian populations. Struggle and competition for resources without military conflict will hopefully become the new norm, if we want to keep military conflict off the table... it we fail at this task what we will be recreating is not war but total war. Total war in an age of powerful Nuclear, Biological and Chemical weapons... in an age where the food most people consume is grown hundreds or thousands of miles away means the end of our civilization.
