"Office of Talent Optimization" that is as much an oxymoron as "Naval Intelligence" In the end twice FOS and you are out at the end of the day unless congress passes a new law and they can't even pass a budget. LCDR (Join to see) I would say that at least an overhaul of the program is needed. Otherwise the Navy will be cutting off it's nose to spite it's face. They would lose way too much talent and money training replacements!

But, isn't this the standard Navy response... hey, we have a problem, great let's set up a committee to investigate it, results from the committee will be released 10 years after the problem is gone... sorry if that is cynical, but seen it too many times. They know the problem, but no senior officer wants to actually take responsibility (in case something doesn't work out, damned zero defect mentality)....

The military loses a lot of good people every year because they have no interest in leadership but are highly competent at the level they wish to work at.
