Not sure what you are referring to regarding Tiger Flight. I spent some time out on the loops and in the Victor Alert during exercises. Spent a fair amount of time out in the NMSAs, but mainly worked law enforcement side of the house.

Ok, "Tiger Flight" had been been disbanded just prior to my arrival. It was reformed later as "Cobra Flight" doing the same mission. Apparently Tiger Flight must have left a lasting impression because all the guys I knew on Cobra said it was boring and nothing ever happened.
I worked town patrol down in the "Alley" with the Jandarma. Our primary mission on town patrol while I was there was to identify US service members that were becoming too drunk and send them back to base before they got jacked up by the Jandarma. That was a good post as after a while the bartenders knew me and I would drink for free on my off duty time.
I don't recall a big stocky Robbie unless it was Sgt Odom, but he rotated in the same time I did (he wound up working our Correctional Custody). He did body building as well and had the problem with being "overweight."

I scoured the Squadron yearbook for 89-90 and no Robert that fits the profile you describe. He must have rotated shortly after you left.
Incirlik was a great assignment for me.
