Assuming the Republicans retain control of Congress, I foresee gridlock in Washington regardless of which of the remaining three candidates wins in November.

What changed his mind was the whirl wind that is coming called Donald Trump. If you don't join, after July you will be insignificant or at least an outsider. I think Trump has made it very clear, he does not need the GOP Washington inside elites, he has the voice of the people. They have finally realized that the no trump boondoggle is done. They now have only two choices, join Trump or join Hilary.
