Well it’s hard to meet unrealistic goals that the upper echelons put out. For example the KC-135, FMC goals used to be 80% and my unit met that goal leading the fleet for FMC rate the past 5 years. Tgen last year they raised the goal to 95%, totally unrealistic for a 55+ year old airframe that was named a legacy system causing more and more parts shortages. At one point tgere were 25 aircraft waiting gor the same part that the contractor only had to produce 10 a month of, and 30% of those were bad. Hard to make that goal on an old aircraft. The newer ones are the same since there isn’t tech data and every little thing has to go to an engineer to tell them how to fix it.
