All of them have their areas where they are the boss, but the Commander has the ultimate authority. The CO is the President. XO is the VP. The chairman of the committee would be the J3. All the other departments are one of the J shops. In what organization would a J shop have more power than the J3? What you are saying is the Sec of State, which we can call the J2, is more powerful than the J3. In what world? If the Sec of State had the strongest role, wouldn't they be the Chairman? In the context of the scenario, you are saying the J2 has the strongest role on the Joint Staff.
