If it is anything like the F-35 budget, it , I suspect , will gut the defense budget leaving the USMC, the USN and the Army with less to work with to rebuild their forces

With late deliveries and cost over-runs we won't see it on time I'm sure. My guess is that the B-1/2 are safe for a bit yet. Lots of good years in the B-1 for sure. The B-2 has rigorous maintenance procedures so it might go away on time. The BUFF will reign on as the preferred bomber until it's over 100yo!
