How is it that the acting Secretary can unilaterally override an EO? This is why all the delays in confirmation of cabinet members. It would be interesting to see a complete list of those critical new hires. Wonder how many are SES, Senior Executive Service and how many will be there to provide direct care.

The XO itself provides for necessary exceptions in its text. Since Trump commuted to increasing care for vets, it stands to reason that this would be an authorized exception from the start.
