Seems to me as a guy on the inside that the issue lies with VSOs. DRC required claims to have all of their evidence in the base packet, without the need for development. If development is required, it comes out of the DRC program and is adjudicated in the standard process. I don't have statistics, but from what I have seen anecdotally, well under half of the packets get completed under DRC instead of the standard method.

Sgt Last Name - Yes, I do. It is not that they are not knowledgeable, just used to the way they always do it.
Also keep in mind that the majority of claims require a C&P exam and other development. Most DRC claims are claims for increase due to a worsened condition as diagnosed by their care provider.
