well the ROE change in 2009 in afghanistan didnt help the troops or waiting 100 days to make a decision on the troop surge

Roger, he hates the troops. As I was. By the way who was it that told troops that "you go to war with the equipment you have, not the equipment you want" when troops highlighted the fact that they were rigging their own anti-IED armor for light-skinned trucks. lol.

The high turnover could, perhaps, be dealt with by creating a preferential marketplace for job transfers in Federal positions. That is, require all agencies to give top preference to hiring fully qualified applicants that are currently employed by the Federal government and simplify / streamline the personnel action process. I think a requirement to advertise in the internal marketplace for a week before public posting of a position. There are probably numerous pitfalls to this idea that I haven't thought of.
