This is a very complex situation. Many if not all VA hospitals shut down face to face encounters unless absolutely necessary i.e medically required.
Some C&P exams were done by telehealth (as appropriate). It has been a very bumpy road transitions thousands of employees from working on site to telehealth platforms. NOBODY (private or VA) was set up for this technological transition.
YES, there is a backlog as contractors had to set up telehealth platforms that were appropriate for their needs as well as meeting contractual requirements AND being ethical.
I've done many C&P exams via telehealth and most go well. Some have problems with connectivity due to the connection on the Vets end i.e. b/c they live in a very rural area.
