A1C (Join to see) Perfectly legal. In international waters, no one has the right to deny movement of any kind to another actor. Russians flew over us all the time. I have a picture of a Bear bomber being escorted by Tomcats flying over my ship. So long as no one lights off targeting radars (which is an act of war), you can't do anything to respond to the taunting.

To the CBG it is; but they have to enforce it. Beyond the ADIZ there is no way for the Navy to enforce a restriction on pilots, civilian and military, without the support of the host nation. Which in the open ocean is no one.
Basically the same reason we overfly those "islands" the Chinese built and we refuse to recognize as land. We overfly them party for surveillance but mostly to continue to declare that those are international waters.

Yes in my opinion, after all it was this administration that basically gave them the drone technology. This is a tactical disadvantage to our fleets if these drones are not removed. But as with billions of dollars of military equipment that the Obama administration has given ISIS. Why does this not surprise me!
