Having run a PAC, the "paid for" notice is very likely required by state law for disclosure of who the information is coming from. If they don't have it, they will be in violation and it usually doesn't require anyone paying for anything.
This looks like some local Democratic Town Committee who don't have their own equipment. If it were me I would (and did) use Kinko's to make the copies but I would be surprised if this is in violation of anything other than good taste in use of the library's printers.

WOW - Public funded equipment can be used for printing political materials.
Do the other political parties get equal time?
Can my wife's Libertarian Cat Ladies Club use the equipment free and freely too?

Edit to add: Actually the funding is still a little unclear to me. But based on what they list their policies as, anyone can come in and print anything. I wouldn't be surprised if said policies change in the near future, regardless of funding.

SFC Ralph E Kelley - If they are publically funded the problem would be with the policies of the library, not the people using them. As you say, pretty much anyone can come in and print anything, in any amount (except apparently porn). If this is publically funded, would the public think that policy is a good use of funds?
Having said all that, that why I'd spent a little of our money with our PAC and went to Kinkos. Much cleaner.

Perhaps a parable is in order.
Here in Minnesota, my local school district is the largest in the state by enrollment. Some years ago, they decided to build their own in-house print shop. This comes in handy for producing student materials, yearbooks, and the like. What they also use it for is for printing flyers supporting the school's annual operating levy, and whatever other goodies they want.
On the plus side, I suppose that saves money. On the downside, it seems a misuse to spend district resources on advertising the need for more district resources. I would have less of a problem with it, if it wasn't for the volume that these flyers come out in the mail. I have had six so far, and election day is two weeks away.
*Elections for operating and special levies are always in the "off" years, no doubt because the lower turn out improvers their odds of success.
