Taking your dog for walks twice a day for at least an hour in total could soon become the law in Germany.
There could also be a ban on keeping dogs chained for long periods.
Rules are also being devised to crack down on "puppy farms" by banning breeders from looking after more than three litters at any one time.
"Pets are not cuddly toys, their needs have to be taken into account," Agriculture Minister Julia Klöckner said about the planned changes.

Good...it pisses me off to see a dog chained up in a 6 by 6 kennel in the country no less where they can run free...that is inhumane.

I have three dogs and 2 1/2 acres plus am a disabled vet. Its not possible for me to meet those type of walk requirements!
All my dogs are well treated and have plenty of room and time to safely run around. I am in Arizona which is just coming out of over a week of extreme temperatures. Here around 110 or above.
I switched to a third shift schedule so my dogs would have plenty of time during the cooler nightime and early morning hours to get out.
I also rotate taking them on car rides when I have to go somewhere and its safe for them to come.
One size fits all plans never work correctly!
