But where is the state and federal law separation if a state cannot makes its own laws. Primary are state run not federal elections. They would have a hard time requiring for national election I think.

What are you saying, Michael; that it's okay for the State of Washington to cheat with their end of the Presidential Election, just because you don't like Trump? Presidential Election are required by the Constitution, which makes tampering with Presidential Election requirements are a "Federal" issue. Good luck in the lawsuit to follow.
