I'm surprised that an aqueduct hasn't been built, extending from the Columbia River to at least Lake Shasta and/or other Western Reservoirs, to help out. But knowing the hardcore Enviro's and the Libs, the West would be a big giant useless deserted dustbowl before this idea ever gets it's day in court.
