Why have a law /rule in place if isn't used because it might be inconvenient? That is essentially what was decided.

An observation.... These folks can't be all that alarmed as they wander around in the open with big ol' signs that if things were as horrific as the picture they paint would clearly make them targets of the evil gun totin' heathens.
