Because the countries identified have no legal vetting system. the dangerous countries like Saudi Arabia have systems in place so we identify who is who and generally know who the terrorists are when they apply for an immigration vista. There is no documentation in US based databases for Iranian citizens, and very little way for us to actually vet them. Again this is a temporary halt until they figure the system out.
