So they say these pipelines will be more trustworthy because they are newer technology, but then they don't consider this one new.

Funny how Trump always mentions his approval for the Keystone pipeline and the buy American steel clause in the same sentence. It's almost like he wants people to think they are connected.

I believe there are State pension plans that are invested in ETP (one of the companies building the Dakota Access Pipeline [DAPL]) but I don't think that US Tax dollars are actually paying for DAPL. I may be wrong. Unless US taxpayer dollars are paying for the pipeline, I'm not sure that the US government can require a private corporation to buy American.

You are right it has to be under contract from the government to require the purchase of American products. Army Corp just approved design and routing nothing more because it crossed federal land.
