Can you identify the uniformed person standing next to this derelict? At first glance it looks like a Navy Admiral, but the first stripe on his uniform is too thin. I would be shocked to find an Admiral standing next to her. Anyone know? (You have to watch the video to see what I'm talking about.)

He is the Chief of the FBI Uniformed Division. Part of the FBI is uniformed police.

Not Military at all, Police have uniforms some what like Military and also police are allowed to wear their Military ribbons if they had served. He has NO ribbons I will say he is some kind of police chief of sort.
I worked on a Civil Affairs/Civic Action Task Force down in South America and we had Medical Cap Projects that we were overseeing. These MEDCAP sites had PHSCC (Public Health Service Commissioned Corps) personnel and they wore BDU's with U.S. Navy rank on them, and looked like crap it drove me crazy.
