When I ran an executive placement firm, my best source for identifying candidates was to ask the company, "Who would you steal from your competitor and what kind of compensation package would you offer?" If the current employer didn't have a non-compete clause I just extended the offer. Its the blinding glimpse of the obvious, I don't know why their HR people didn't do it. There were businesses that put me on retainer just so I would not try to recruit their talent.
If the current employer did have a non-compete clause, I asked the candidate they wanted, if he knew someone with a similar set of skills that he would recommend that was in a non-competing business/field.
Then I worked it the other way when someone wanted me to place them. Who do you want to work for? Who do you know who works for them? What are willing to accept for compensation? People didn't need me, but couldn't seem to figure that out.
