I am going to correct you, recruiters job is to select one or two out of hundreds, so no they will not call you back. So resort mutually beneficial relationships "La Palanca".

Isn't it the hiring authority's job to do the actual selecting, and the recruiters job to "recruit" I.e. create interest, sell, screen, accept applications, etc.?

I have done that several times and it is frustrating sometimes. I do understand that they receive several resumes and other documents daily for employment reason but I also think it would be nice to just let the applicant know where they stand in the employment process. One recruiter at Orion International did the same to me twice. She asked me to submit my resume for two different jobs call or email her back when I am done. I did what she said but its been months now and she hasn't responded back or at least let me know she received the application and my resume.
