Japan disarmed beginning in 1945 after VJ Day. They relied heavily on our presence to defend them and they were loath to build a military capability. By the time of Desert Storm they began to field a force and offered personnel to support both wartime and peacetime disaster responses especially in Asia and the pacific.
In light of (1) China's encroachment in the South China Sea oil-rich areas which also include other mineral resources, (2) North Korea's threats and launches of ICBM tests in the waters of Japan; (3) periodic problems with US military service members in Okinawa especially, and (4) our pulling back our forces in the region over the past decade - IMHO it makes perfect sense for Japan to develop a robust Navy, Air Force and Army as well as Coast Guard capability to protect the many islands that make up Japan.

One hundred percent agreed. Their pacifist constitution that they wrote and implemented in 1952 needs serious modification. A fifth point for your list is the reinvigoration of Russia also makes a northern threat viable. They have begun flying big bomber flights to Japan's northern fringes to detect response. They need many of the F-35 fighters and perhaps a home grown variety. I have read a consideration exists to modify one of the their helicopter amphibious assault ship's hulls into a fleet air craft carrier. They have a new class with one completed ship of advanced helicopter amphibious assault ship that could fly fixed wing, such as F-35, but the flight deck would need hardening due to the extreme heat produced.

Its honestly absurd to expect a country in the 21st century to not have a standing army capable of deploying to protect national interests abroad. I'm amazed the disarmament lasted this long.

SPC David Willis well mostly it's because the Japanese citizens are mostly not for this rearmement because they feel if they do this they will go on a war path again and last time it bright them nothing but ruin. Those that do support the treatment are people who wouldn't enlist when the time came that's why this has been very unpopular in Japan.

Well, Costa Rica doesn’t have a military. It does have a police force and a 70 person “Special Intervention Force”, but that’s it.

MSgt Neil Greenfield Did not know that. Looked it up and there are about 20 nations with no standing military. Pretty interesting.
