Why SECNAV is launching Naval University

I don't know how practical it will be to implement, and how many important details will get "gundecked" in the interest of "OPTEMPO" (err...I mean, re-prioritization), but on the face of it, I think it's ABOUT TIME!

If it helps the Blue Shirts get their degrees that is.
