If government budgets were administered like private industry, this would be resolved. Every line item is validated on approval, if there was a need to hold over funding, again verified and accrued into the next budget cycle. Over budgets and under budgets resulted in a loss of bonuses and a negative evaluation.

The government cannot and will not be run like the private sector, because the funding is different. The government is funded by force. Whatever they can get away with without mass rebellion, they can take. The private sector is funded by profitably providing a product or service, through voluntary exchange.
